I have sat on this for quite awhile trying to get an answer on what these stome markers could be and what the "MV" (motor vehicles???) could mean. I have not been able to find an answer anywhere and I even tried contacting the NCDOT, bit have not heard anything back.
If anyone can help Brian (and me at this point) solve this mystery, I should would appreciate it.

So, I recieved a picture of the markers in the original question. Any idea what they are and what the MV stands for? They are all over Dare County according to Brian.

The folks at NCDOT responded to the question:
I apologize for the delay in answering your question. This was originally sent to my supervisor and he is out of the country with the National Guard.
"MV" stands for "main valve." They are typically used to mark valves for the county water system.
