In most cases, dogs are allowed on the beach, but under various levels of lengths of lease. Here is what I could find:

Corolla and North (Currituck County): Leashes are required bit no prescribed length.

Duck: Leashes may not exceed 10 feet. Dogs may be unleashed under close supervision of the owner.

Southern Shores: Leashes not to exceed 10 feet. From May 15 - Sep 15, dogs are not permitted on the beach.

Kitty Hawk: Lease cannoy exceed 6 feet from the Fri before Memorial Day until the day after Labor Day. The rest of the year, the leash may be longer, but must be retractable to 12 feet. Well trained dogs may be unleashed but under the close supervision of the owner, not to exceed 30 feet.

Kill Devil Hills: Leashes not to exceed 10 feet. From teh hours of 9:00a to 6:00p for May 15 - Sep 15, dogs are not permitted on the beach unless aiding a handicapped person.

Nags Head: Leashes may not exceed 10 feet. Leashed pets permitted on beaches year round.

Manteo: Leashes may not exceed 6 feet. Leashed pets permitted on the waterfront year round.

Cape Hatteras National Seashore (Towns south of Nags Head): Leashes may not exceed 6 feet.
